 Welcome to my home page. Here you can find some examples of my work, current projects, and my biography. I am currently a Justice of the Peace in and for the Province of Ontario, in the City of Toronto, Ontario, Canada. I was appointed to this position on January 2001 by the then Attorney General James Flaherty. Excerpts of my present and past work have been published in a number of publications. I have also been interviewed often over the years by several members of the media, from TV, Newspapers, and Radio. My biography was one of the many recently published biographies in a book entitled “Small Stories, Great People” both in English and Portuguese. Other references to my work can be found in other books and/or publications. I am proud of what I have achieved thus far. My passion for what I do continues to grow each and every day. I love to break new ground with each new project I embark upon. I would also like to acknowledge the fact that I was born in the City of Horta in the Island of Fayal, in the Azores.

ONTARIO COURT OF JUSTICE - Justice of the Peace, Toronto, Ontario 2001 – Present

 
Responsibilities include a variety of judicial functions as follows:  

 

  Ø      Bail hearings - deciding upon release before trial.
           (Includes weekend release through Video Bail and
           Faxed release papers);

Ø      Assignment court - the setting of dates for trial of persons charged with a criminal offence;

Ø      Criminal Intake Court – Includes:

1.    Receiving and swearing information’s (charges), and reviewing sufficiency of evidence to consider issuing process;

2.    Issuing arrest warrants or summons;

3.    Completing process for persons ordered released on bail, examining sureties;

4.    Issuing subpoenas, search warrants, production orders for records, and warrants of apprehension for children in need of protection;

Ø      Mental health hearings - persons thought to be a danger to the public or themselves may be ordered by a Justice of the Peace to be taken to a medical facility for assessment;

Ø      Applications for s.810 Peace Bond protection under the Criminal Code and s. 810 Peace Bond Hearings;

Ø      Private complaints by the public re criminal matters - and related hearings;

Ø      Provincial Offences Intake Court - quasi criminal and regulatory offences - Reopening, Guilty pleas, Early Resolution Trials of quasi criminal and regulatory offences under the Provincial Offences Act and Federal regulatory statutes; and

Ø      Telewarrant - search warrants submitted by fax protocol on a 24-hour, 7 days a week basis.

ACCOMPLISHMENTS:

A total of 11 Judgments and Reasons for Decision published by LexisNexis, 6 of which were Indexed, with 2 of them being published by Butterworth’s as well as Carswell. The first time ever that these two publishers publish a Justice of the Peace Decision.

Responsibilities:

 

  Ø      Lead and manage the total operations of a full service
          Schedule B bank with 3 branches; 
  Ø      Critical mandate to implement and direct the strategies
         agreed to meet the short and long-term goals;

Ø      Leadership in initiating and maintaining appropriate contact and liaison with all clients and various constituencies;

Ø      Manage and develop 70 staff including 3 branch managers and 5 senior executives;

Ø      Direct and monitor the application of all resources while maintaining budget guidelines to achieve targeted goals.

ACCOMPLISHMENTS:

Ø      Directed a re-engineering initiative employing selective computer technology that significantly enhanced customer service throughout the system;

Ø      Established several major marketing programs and controlled expenses which achieved a dramatic turnaround in operating losses to substantial profits in less then 2 years;

Ø      Took the commercial lending portfolio of $22MM to $1OMM in under four years;

Ø      In a four year period increased the retail lending assets from $20MM to $60MM and the retail savings from $40MM to over $80MM;

Ø      Creatively directed the growth of the money market portfolio from $9MM to over $30MM in less than four years.


IMMIGRATION AND REFUGEE BOARD
(Refugee Division) Member (Judge) Toronto, Ontario

 

Responsibilities:   

 

Ø      Included adjudicating claims to refugee status, in accordance with Canada’s obligations pursuant to the United Nations Convention relating to the Status of Refugees and the Canadian Charter of Rights and Freedoms, while discouraging abuse of Canada’s humanitarian tradition by those making refugee claims for reasons other than a need for protection;

Ø      Responsible for reviewing and authorizing all requests for change of Hearing Location, Designating Representatives, Joinder of Cases, Change of Venue, Requests for Postponement and Adjournments;

Ø      Presided over all abandonment and assignment courts; Proposed a restructured order of procedure at hearings of claims, which was adopted and is now current procedure;

Ø      Made several recommendations in respect of security and several other areas, which have been instituted;

Ø      United Way Chairman of campaign at the Immigration and Refugee Board Member of the Regional Safety and Security Committees;

Ø      Originated Hearing Room Manual for use by Members of the Board and assisted in the planning of hearing rooms. This Hearing Room Manual has been supplied to several countries to be used as a guideline in setting up refugee hearing systems;

Ø       Directed the amendment process for the U. N. H. C. R. Handbook on Procedures and Criteria for Determining Refugee Status in June 1991.

ACCOMPLISHMENTS:

The first time that a Determination of a refugee claim by a Member of the Immigration and Refugee Board (Refugee Division) is published by the Immigration Law Reporter (Carswell). A total of 120 Judgments and Reasons for Decision published by LexisNexis all stemming from the Immigration and Refugee Board Appeals Division and Refugee Division.


IMMIGRATION APPEAL BOARD Member (Judge) Toronto, Ontario

Responsibilities:

Ø      Included hearing and deciding all actions brought before the Board;

Ø      Rendering decisions in all cases in a manner reflecting the appropriate application of the relevant legislation and case law;

Ø      In appropriate language, style and form writing judgments’ which are based on sound interpretations of the relevant law, jurisprudence, and the facts of the case;

Ø      Inter-region Chairman, liaison with Board Members from all regions to prepare a “Scheduling of Objectives” for the Immigration Appeal Board;

Ø      As requested and after consultation with all Toronto Members, submitted recommendation and proposal of new format of “Annual Performance Evaluation” to be used by all Board Members;

Ø      Requested to sit on the committee to prepare training package for Court Clerks.


NATIONAL BANK OF CANADA - Area Manager, West Branches

Reporting to the District Manager

Responsibilities:

Ø      Manage and develop 28 staff and 4 branches;

Ø      Direct the transfer of all commercial loans and related accounts from 3 branches and consolidate in one commercial center.

ACCOMPLISHMENTS:

Ø      Acknowledged as top consumer loan producer for the Toronto district;

Ø      Achieved profitability improvements of 30% within 6 months and increased mortgage lending to over $5 million in less than 2 years;

Ø      Develop and execute direct marketing plans that significantly increased deposits.


CANADIAN IMPERIAL BANK OF COMMERCE - Branch Manager Toronto

Reporting to the Vice President, Ontario Region

Responsibilities:

Ø      Supervise the physical construction of a new branch and opens the branch with a staff of 3;

Ø      Direct and maintain all banking operations with a priority focus on direct marketing plans.

ACCOMPLISHMENTS:

Ø      Exceeded growth targets annually while expanding staff complement to 14 full-time and 14 part-time while building a deposit portfolio of $15 million;

Ø      In a 2 year period led the turnaround of a loss-bound operation and generated profit increases by 300% every year thereafter;

Ø      Created and implemented the first ever Saturday banking service for over 800 customers. A unique approach not available in other banking institutions at the time;

Ø      Achieved portfolio growth of $2 million in credits and personal loans over 4 years.

Commander of The Order of Prince Henry the Navigator 

The Order of Prince Henry the Navigator (Portuguese: Ordem do Infante Dom Henrique) is a Portuguese National Order of Knighthood created on June 2, 1960, to commemorate the fifth centenary of the death of the Infante Henrique, commonly known in English as Henry the Navigator, fifth son of King João I and Queen Philippa of Lancaster. Minor reforms of the constitution of the Order occurred in 1962 and 1980.[1]
It is a five-tier order, whose titles are awarded for relevant services to Portugal and for services in the expansion of the Portuguese culture, its history and its values (with a particular focus on its maritime history). The number of members in each grade is restricted by its constitution, and titles are attributed by special decree by the Grand Master of the Order, i.e. the President of the Republic of Portugal.,
